Kindly find below the review of UN Security in Mitrovica, referring to the

latest security update for Mitrovica region, issued by the PDSRSG on 10 May
2006 (enclosed).
Their recommendation is for your to check-in their office at UN Regional HQ
prior to your movement to the North, and proceed with radio check.
Security clearance shall only be granted on that basis.

This update has been made in consultation with the UNMIK Security
Management Team and signed by the PDSRSG on 10 May 2006.
The security alert stage in North Mitrovica City remains at STAGE MODIFIED
BLACK "travel only with security clearance".
Route BULL has been downgraded from STAGE BLACK to STAGE GREY.
The following parameters apply for (1) Mitrovica Region based UNMIK staff
and also for (2) Non-Mitrovica Region based UNMIK staff.

1. Mitrovica Region based UNMIK staff.

a. Mitrovica Region based UNMIK staff members are not required to obtain
permission for duty travel from the Regional Security Supervisor. All
movements however to North Mitrovica City must be communicated to
Sierra 5 Base, at VSAT 7211 or on either Channel 9 or Channel 3 prior to
travel.

b. Residential restrictions for North Mitrovica City have been modified
and staff members who meet the eligibility criteria (employed in the
Mitrovica Region) may apply in writing to the Regional
Representative through the Regional Security Supervisor. Further
information available from UNMIK Security Mitrovica.

2. Non-Mitrovica Region based UNMIK staff.

a. All non-Mitrovica Region based UNMIK staff seeking Security Clearance
to North Mitrovica City will report in person to the Security Office
located at the RHQ (Jugobanka building) before any travel to North
Mitrovica City. No security clearances will be granted by phone,
e-mail, radio or fax.

b. Each UN staff member seeking security clearance to North Mitrovica
City is required to be in possession of a hand held radio capable of
transmitting and receiving on Channel 9 (local) or Channel 3 (Mission-wide
emergency channel). The hand held radio must be shown to the Security
Officer processing the Security Clearance and be in working order. (I.e.
no dead batteries)

c. Vehicles radios and mobile phones are insufficient and Security
Clearance will not be granted.

d. Agencies Security focal points may obtain Security Clearances for
their respective staff via request forwarded by fax to UN RHQ
Security Mitrovicë/Mitrovica.

e. Sierra Base 5 will provide tracking support for UNMIK Police on
request.

3. Other Mitrovica Region related security points

a. UN local staff of Albanian ethnicity may not be transported to North
Mitrovica City nor can UN local staff of Serbian ethnicity be transported
to South Mitrovica City without the specific prior approval of
UNMIK Security Mitrovica.

b. All staff members are reminded of the parking restriction for UNMIK
vehicles
No overnight parking along:
Lower King Peter Street
Kolasinska Street between 3-Tower and Zelda

Any vehicle parked in the aforementioned areas during the hours
described is considered insecure and will be issued a Vehicle
Infringement Notice and recovered. Also, use of the crook lock
and alarm are mandatory whenever and wherever the vehicle is parked.

c. UNMIK Security recommends that staff members exercise caution after
dark and limit unnecessary travel. All staff are reminded to monitor
Channel 9 (local) at all times.

d. Non compliance by staff members will be reported to Division of
Administration or Head of Agency.
